FERC Order 717 provided new Standards of Conduct regulations for Transmission Providers.  18 CFR Section 358.1(a) of the FERC regulations specifies that the Standards of Conduct apply “to any interstate natural gas pipeline that transports natural gas for others pursuant to subparts B or G of part 284 of this chapter and conducts transmission transactions with an affiliate that engages in marketing functions.”  18 CFR Section 358.7 requires certain posting requirements for transmission providers subject to the Standards of Conduct regulations.  Black Marlin Pipeline LLC currently has no affiliates engaged in marketing functions conducting transmission transactions on its pipeline.  Therefore, Black Marlin Pipeline LLC is not currently subject to the Standards of Conduct and the related posting requirements therein.
